Scope of Position

Financial Services is a changing industry. The biggest example is the foreseeable shift to digital banking. With this in mind, our client is looking for a professional to be a key piece to help them enhance their digital journey. The successful candidate will be responsible to provide guidance on how to develop and implement strategies that will address immediate challenges while laying out a transformational plan for future world of online/mobile banking.

Reporting to the VP - Channels Technology Solutions, the AVP, Delivery will also:

  • help influence the strategic thinking while fostering culture and focus on consistent delivery, financial management, project risk management, speed, agility and efficiency;
  • develop a consulting capability and mindset within the Portfolio Management Team;
  • help evolve the culture of the IT governance organization to a more consulting oriented group that adds value to the development and delivery process;
  • continually improve the delivery efficiencies, agility, flexibility, and fit for purpose delivery discipline, providing the strong governance and control of the end-to-end delivery for both run and change the bank;
  • lead and manage all relevant delivery changes in their practice (both tactical and strategic), the inter-connectedness to other governing bodies and segments, seeking out opportunities to improve operational performance;
  • be accountable for comprehensive portfolio reporting to segment technology partners, robust analytics to enable data driven delivery improvements and owns and reports on delivery KPIs;
  • own delivery methodology and practices for the Channel Technology Services and help onboard the teams and supports them through agile delivery.

Functional Tasks

The AVP, Delivery is responsible for a wide range of functions including, but not limited to, those set out below:

  • Work closely with and partners with the Channels Technology Services Delivery Leaders managing capacity and talent assignment and building to ensure successful portfolio delivery;
  • Represent the department's Portfolio Delivery on Advisory Boards and Councils where appropriate; also a delegate to VP Omni and Delivery Shared Services on governance, compliance, and project audit related matters;
  • Liaises and works closely with enterprise and segment governing bodies, segment technology PMOs and Business Channels PMOs;  
  • Owns and manages annual technology Innovation and the "Business as Usual" (BAU) Planning / Segment Interlock;
  • Responsible for an end-to-end delivery governance of both "Run the Bank" (RTB) and "Change the Bank" (CTB) portfolio of about ~$200MM in size;
  • Establishes appropriate processes, and tools to enable portfolio over-sight, risk management, dependency management, troubled project recovery, approvals, and monitoring of projects/programs across the segment, and linkages to the enterprise level reporting;
  • Mature reporting quality assurance and compliance practices, and provides consistent and integrated enterprise views of project data and analysis to support effective and timely identification of risks, spend, and status at the Channels level;
  • Leads and manages the delivery performance improvement process through set of quantifiable metrics and KPIs and the evolution and maintenance of the department's delivery Share point sites;
  • Provides strategic guidance on delivery optimization to the department's delivery teams;
  • Chairs and Leads the department's Community of Practice, continually instilling a lean approach and sharing latest research and various proven delivery techniques to project, program, portfolio and business analysis practices.


  • Bachelor’s degree in mathematics, computer science or business;
  • 10 -15 years of experience that is directly related to the duties and responsibilities specified;
  • 8 - 10 years management experience as a leader who has managed large delivery scale PMOs and control function in Operations;
  • Strong multi-project and program management skills with experience in organizing, prioritizing, planning, and executing multiple high-risk, high-visibility, large-scale projects;
  • Broad functional and expert knowledge in various delivery discipline like waterfall, agile and iterative;
  • Built and implemented governance frameworks within a large enterprise involving both business and technology stakeholders, for both Project Management Life Cycle (PMLC), Systems Development Life Cycle (SDLC) and has had exposure to Agile in this space;
  • Strong experience in project financial management;
  • Has a background in Application Software Development;
  • Excellent customer service orientation and a professional approach; including ability to interact with all levels within the organization;
  • Solid understanding of application development approaches, methodologies and governance models;
  • Proven negotiation and influencing abilities, with contract/vendor management experience an asset;
  • Experience leading a team of globally sourced IT professionals and integrating that with the existing culture and team construct;
  • Strong communicator, with excellent oral, written and presentation skills, with the ability to build strong relationships with partners and key stakeholders;
  • Collaborative leadership style to drive business results involving multiple stakeholders and advise / influence leaders to align on a common vision;
  • Leverages deep understanding of multiple stakeholder needs when developing strategies;
  • Builds commitment to excellence by promoting the common vision / purpose.
